The building was constructed by Pacewicz in 1897. It is a building which rejects rigid symmetry and the uniform alignment of openings, which change their positions on each of the three levels. It uses many types of decoration: bolsters, pilasters, columns, capitals, corbels in the form of upturned vases, urns, balustrades, garlands, scrolls, medallions, curved and triangular pediments, etc. The facade of the building has abundant viewing points and galleries with heavily decorated metalwork.
